This program will award grants up to $1,500 to established small businesses operating and generating revenue in the County of York, PA for a project that will enhance productivity & operations, expand product or service offerings, or otherwise grow to the next level. -

A Cut Above: The Evolution of World A Cuts Barber InstituteMarch 2, 2025For nearly two decades, Patrick Winters, owner of World A Cuts Barber Institute in Downtown York, has been a cornerstone of the local barber and personal care industry. Immigrating from Jamaica at age 11, Winters began his journey with his first establishment, World A Cuts Barber Shop, in 1996. Building on that foundation, he launched the city’s first barber school in 2007, marking a new chapter in both his career and Downtown York’s evolving business landscape. -
