BLOOM Small Business Grant PROGRAM
The BLOOM Small Business Grant Program was originally created in 2018 by a group of summer interns to offer a unique funding opportunity to small businesses. These micro-grant programs have been utilized by existing small businesses for projects to improve operations or expand services, such as new signage, façade improvements, new equipment, and much more.
Previous grant rounds have been held with a focus on small businesses located in Downtown York, Downtown Hanover, and Trail Town Communities as well as small businesses owned by women, graduates of our small business development program, and businesses who are YCEA members.

Making a Difference
Since its launch, BLOOM Grants have been distributed to small businesses/organizations in York County, Downtown York, York County Trail Towns communities, to women-owned businesses, start-up entrepreneurs, and graduates of the BLOOM classes.
235 York County Small Businesses has received over $480,000 from BLOOM Grant programs
49% of grants going to businesses owned by persons of color.

Program for early childhood education home based start-up businesses.

Want to apply for a grant? These are the documents that typically need to be submitted with an application but be sure to review the guidelines when they become available to see exactly is needed for that grant round.
Paperwork Required
- Itemized Budget to support grant request
- Documentation showing business filing registration with the state of PA. A copy of an EIN document from the IRS is not acceptable.
- A Profit and Loss Statement for the Business
- Full 2023 Business Tax Return, unless business began revenue generating operations after January 1, 2024. If the business is a sole-proprietorship, a full business owner personal tax return will need to be submitted.
- Completed and signed W-9 (available here)
